Duration is what you are paying for. The Counter Assault 10.2 oz lists a 10-second total spray, against 6 to 7 seconds for the SABRE and an unlisted figure for the UDAP. The IGBC's guidance is to spray a charging bear in a 2-to-3-second burst when it reaches about 30 ft, adjust for wind, and burst again if it keeps coming. A 6-second can is two bursts. A 10-second can is three or four, and that is the margin for a bear that stops and re-charges, for a sow with cubs, or for a second bear. In grizzly country that margin is the product.

The costs: about $68, the most expensive can here, and about 16 oz with holster on the Amazon listing, roughly double the SABRE and UDAP 7.9 oz cans. The included holster is serviceable; a chest-strap mount is the better carry with a pack on. Counter Assault lists a 4-year shelf life and an EPA registration that meets the HFC phasedown rule, which matters only in that the can will still be legal to sell in 2028. For black-bear-only country, the SABRE at half the weight is the rational buy. For the Northern Rockies, Alaska, and anywhere the bears are brown, this is.

Same strength, half the weight, $28 less. The Frontiersman MAX 7.9 oz is registered with the EPA and Health Canada at 2.0 percent major capsaicinoids, the same ceiling as every can here, and SABRE lists HPLC testing of every batch to verify it. The listed range is up to 40 ft and the listed duration is 6 to 7 seconds, which is two to three 2-to-3-second bursts, in a fog SABRE lists at 6 ft wide. It carries an EPA registration for nine species, which mostly matters as proof it is a real deterrent and not a personal spray in a large can.

The holster is the best included holster of the three: a quiet elastic quick-draw with a belt loop, and a bell and safety clip that glow. SABRE also lists the 1234ze propellant, which meets the HFC phasedown rule. With 1,199 ratings at 4.7 stars at time of writing, it is also the best-reviewed can here by volume. If you carry spray in grizzly country and want the extra seconds, buy the Counter Assault; otherwise, buy this.

UDAP's argument is the cloud, not the reach. The Pepper Power 12VHP lists a 30 to 35 ft range and a high-volume fog that forms faster and wider than a conventional cone, at 2.0 percent capsaicin. The case for it is a bear at 20 ft that is already committed: a dense barrier the bear must run through beats a narrow stream it can pass beside. The case against it is the same number read the other way: 30 to 35 ft is 9 to 14 ft less than the Counter Assault, and in a headwind that is the difference between a cloud at 15 ft and a cloud on your own face.

The company is the other half of the pitch. UDAP is made in Butte, Montana, founded by Mark Matheny after a 1992 grizzly attack, and it has been a fixture in Northern Rockies outfitting since. The included hip holster is cloth and adequate; with a pack on, a chest-strap holster is better, and the SABRE holster fits this 7.9 oz can. At about $40 it is priced with the SABRE, and between the two, the SABRE has the longer listed range and a listed duration; the UDAP has the fog. Buy by the pattern you believe in.

Where the can rides decides whether it works. The IGBC's guidance is blunt: bear spray must be immediately accessible, not in a pack. With a pack on, a belt holster is often under the hip belt, which is why the Frontiersman holster earns its $11: the belt loop threads onto a sternum strap or a hip-belt webbing, putting the can at chest height where either hand reaches it in under two seconds.
